Compensation Range

$11,705.58 - $18,265.42 CAD Monthly

Job summary

The Director, Human Resources - VP Finance & Operations Portfolio is a strategic leadership position leading all aspects of the planning, development, implementation, communication, and management of human resource advisory services for the VP Finance & Operations (VPFO) portfolio, in alignment with overall human resources and institution-wide goals. The role leads the strategic direction and operational efficiency of HR professionals and support staff providing leadership, advice, and support to the portfolio's functional departments. As a leader in human resources, this position adds to strategic organizational initiatives, policy and program development, and major projects.

Organizational Status

Reports to the VP of Finance & Operations with dotted line reporting to central HR, Strategic Advisory Partnerships. Supports a team of staff providing expert human resources counsel, advice, services and support to client departments. Works collaboratively with HR and department leaders, governing and advisory bodies, and a diverse range of partners across the University. Liaises with union and association representatives. Liaises externally with regulatory bodies, counterparts at other comparable public and private sector organizations, and third-party providers such as legal counsel and consultants.

Work Performed

  • In collaboration with the portfolio's departments, sets the strategic direction for human resources advisory services for the portfolio within the context of University-wide human resources strategies and the University's overall mission and direction.

  • Delivers strategic and operational business partner support to the VPFO portfolio and promotes the University's people practices that align to the core values of excellence, integrity, respect and accountability.

  • Provides strategic advice and direction to the Vice-President, Finance & Operations, on HR matters including on Talent, Culture, Workforce Planning, Diversity & Inclusion, Well-being, and other key areas.

  • Provides strategic advice and direction regarding human resource matters to the VPFO leadership teams.

  • Works closely with the central HR leadership team to ensure alignment with Human Resources policies and procedures.

  • Leads a team of professional and support staff including establishing portfolio and department priorities and objectives, allocating resources, mentoring and supervising staff performance, and providing training and development opportunities.

  • Collaborates with HR colleagues and partners across UBC (and externally) to support an integrated approach to advisory services and to improve opportunities throughout the UBC campus.

  • Performs ongoing quality assessments of HR programs, processes and systems to uphold high quality standards and maximize resource efficiency. Develops strategic performance metrics for advisory services objectives, and proactively drives improvements to enhance advisory services.

  • Participates in the annual VP, Finance & Operations budgeting process, manages within assigned budgets, and provides reports, analyses and updates for same.

  • Provides strategic leadership and expertise in the identification, planning, development, communication and implementation of comprehensive people programs and processes proactively address the dynamic needs of both institutional and community contexts.. Participates in initiatives with the potential for legal, financial and reputational impact across the organization.

  • Develops and delivers impactful, data-driven reports to senior leadership, translating complex information into clear insights to support strategic decision-making and priority setting.

  • Represents UBC externally at industry functions on a provincial and national basis.

  • Monitors human resources trends, emerging leading practices, standard methodologies, and benchmarking data in support of advisory services. Researches and recommends enhancements to drive continuous improvement and organizational alignment.

  • Supports key initiatives being developed and rolled out from central HR to build consistency of practice across the University.

  • Performs work and supports key frameworks of the University, including the University strategic plan, and other HR and institutional priorities.

Consequence of Error

Strategic and operational decisions and recommendations regarding HR practices may have University -wide legal, financial, contractual, reputational, and operational implications.

Supervision Received

Works under broad direction. Results are reviewed by the VP, Finance & Operations with input from AVP Human Resources, Strategic Advisory Partnerships for achievement of overall objectives and strategic goals.

Supervision Given

Directs the activities and supervises the performance of staff members. Provides advice and mentorship to senior level human resources professionals.

Minimum Qualifications


Undergraduate degree in a relevant discipline. Minimum of ten to twelve years of related experience including at least five years of managerial experience, or the equivalent combination of education and experience.

Preferred Qualifications

  • Experience in a post-secondary or large public sector organization is an asset. Expert knowledge of current human resources principles and practices.

  • CPHR designation is an asset.

  • Demonstrated knowledge of relevant acts, legislation, guidelines, programs, and systems.

  • Excellent conceptional, critical and strategic thinking skills; with an ability to conceive, create and implement strategic and operational initiatives in a large, complex, multi stakeholder and union organization

  • Demonstrated experience in leading projects, meeting results, and resolving unexpected and/or ambiguous situations or issues.

  • Ability to communicate effectively, both orally and in writing, to make effective presentations, and to prepare senior level reports.

  • Collaborative teammate who works hard and leads by example. Validated ability to lead staff, delegate and oversee workflow, and provide coaching, mentorship, and corrective action to develop staff and manage performance.

  • Effectively manages budget and staff resources. Proficiency with word processing, database, spreadsheet, and presentation software and with human resource information and benefit systems (preferably Workday).
