Main Purpose & Function
The Manager is responsible for the City's consolidated budget and five-year financial planning process for operating, financial forecasting and analysis, monthly and quarterly financial reporting, revenue strategy, and workforce financial planning and analysis. The City's annual operating budget is $2 billion. The Manager is also responsible for leading and transforming the financial planning, budget and reporting processes and systems to align with the North American public sector best practices and the City of Vancouver's long-term financial strategy. The Manager will be responsible for ensuring strategic alignment with Service Planning and budgeting through leadership of service prioritization city-wide. Through business case analysis and decision support models, the Manager provides senior city decision makers with tools, analysis, and recommendations on key Citywide investments, and provides tools for decision support within the business units.

Key Contacts and reporting Relationships

The position reports directly to the Director of Financial Planning & Analysis and works closely with the Associate Director of Capital Financial Planning and Analysis. This senior level finance position interacts on a regular basis with the Chief Financial Officer, the City Manager, Department and Board General Managers and Finance Directors. Manages approximately 6-10 direct employees, while providing leadership to the FP&A teams supporting the Business units (approximately 30 employees).

Specific Duties & Responsibilities

  • Design and build a budget and five-year financial plan aligned with best practices, drive budget strategy to deliver a budget that meets Council objectives in accordance with city financial sustainability guiding principles.
  • Deliver high quality financial analysis and decision support to Council, the Director of Finance, Finance Committee, CLT, and other city-wide leadership committees.
  • Builds a centre of expertise for understanding key drivers of city finances, including key drivers of financial results and the linkage of revenues and expenses.
  • Write the annual budget reports and quarterly financial reports to Council and the Public in a way that makes complex financial information accessible to non-financial audiences.
  • Lead the monthly operating and capital reporting process.
  • Drives the City's budget 5 year financial plan and leads strategic financial planning and investment processes for operating, in alignment with long-term service and financial plans and strategies.
  • Provide input to the budget public consultation process, working closely with Corporate Communications.
  • Lead communication and engagement with budget stakeholders to build understanding of the budget approach and objectives.
  • Lead city-wide financial workforce planning to optimize financial planning based on the current and future workforce, including analysis of the financial impacts of collective agreements.
  • Develops a team of financial professionals.
  • Works with the Supply Chain, Director to ensure best practices for budgeting, reporting and forecasting procurement spend and associated savings, and bid committee analysis.
  • Maintains budget and reporting policies related to operating.
  • Provides leadership to the Business Unit FP&A team on financial planning processes for operating.
  • Liaises with Boards and Entities finance teams to integrate with City process and support Council's statutory oversight function.
  • Provides leadership and guidance to staff including hiring, performance evaluation, coaching, mentoring, training, and development and discipline up to and including termination.
  • Other duties/responsibilities as assigned

Qualifications

Education and Experience:

  • Bachelor's degree in commerce or a related discipline, and a minimum of 10 years of financial or equivalent experience, including experience in leading a team of analysts and supporting business management at a strategic financial planning level, or an equivalent combination of education, training, and experience.
  • Professional accounting designation or MBA, or equivalent qualification.
  • Experiencing directing budget process for a very large, complex organization
  • Experience transforming and improving processes.
  • Strong experience in building, leading and managing a team.
  • Experience as a finance business partner in a matrix organization.

Knowledge, Skills and Abilities:

  • Advanced knowledge of finance and business concepts including generally accepted accounting principles as they relate to local government including PSAB
  • Extensive experience delivering strategic, transformational and general process improvements including all aspects of project delivery from identification to implementation and handoff
  • Experience with presentations to senior management and formal reporting writing experience
  • Strong leadership experience with the ability to influence at senior levels of an organization.
  • Strong business acumen and capability to link finance to the business
  • Excellent financial reporting analytical and decision support skills.
  • Process re-design and re-engineering experience.
  • Ability to consider options, contingencies and consequences of decision, to make robust fact-based decisions; makes available choices clear and simple to stakeholders
  • Strong communication skills and the ability to develop communication material that is easily understood to influence business partners and management, and simplifies complex information to ensure understanding
  • Ability to recognize and adapt to different presentation or meeting style/structures based on audience
  • Attention to detail and the ability to consistently produce accurate, high quality presentations and analysis for executive audiences
  • Ability to represent and serve the city at all levels as well as interact with customer and clients outside the organization
  • Problem-solving and issue resolution skills in a complex business environment
  • Ability to foster a climate of transparency, trust, and respect within the division and in partnerships
  • Ability to deliver and provide additional information beyond expectations
  • Ability to build rapport and committed relationships with customers, evaluates service delivery and makes recommendations to improve satisfaction
  • Ability to attend to a broad range of activities, prioritize and multi task

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 - 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
