As a Drug and Alcohol Program Administrator (DAPA) your role is a developing subject matter expert for matters related to the design, development, execution and assessment of the company's alcohol and drug program for North America. This role provides oversight and is accountable for training development or selection to educate internal stakeholders as well as developing and maintaining relationships with internal managers, Human Resources, and external service providers. This role is essential to policy development, program development, implementation, and the maintenance of best practices. This role manages alcohol and drug testing, associated service providers and mandatory tracking, record retention and reporting related to the program. The DAPA measures the program’s effectiveness and identifies opportunities for continuous improvement using benchmarking and data analytics.

Your responsibilities:

  • Develop, implement, manage, and maintain an integrated Drug and Alcohol (D&A) Program for our North American operations, this includes programs that are under the Department of Transportation (US and Canada) guidelines and non-DOT (Safety Sensitive US and Canada)

  • Develop and implement corresponding policies and procedures; oversee the implementation and compliance with industry standards

  • Provide expertise, interpretation and advice on matters related to the management of drugs and alcohol in the workplace with a focus on prevention

  • Ensure compliance with applicable legislation and regulation through program monitoring and audits

  • Develop and monitor KPIs, produce quarterly statistical reports and leverage insights to identify trends and risks to develop solutions

  • Lead the implementation of initiatives for the continuous improvement of the Drug and Alcohol Program through best practices

  • Coordination of all DOT and non-DOT (safety sensitive) alcohol and drug testing for applicable employees

  • Manage alcohol and drug testing records and files in compliance with regulatory standards (confidentiality, privacy and retention)

  • Develop, instruct or advise on A&D program training required for all DOT and safety sensitive roles including fitness for duty and reasonable suspicion training

  • Provide guidance to Human Resources, Operations and Supply Management as it relates to contractor compliance will mandate D&A programs

  • Prepare annual budget for program and partner with Supply Management to manage contracts and ensure external providers are providing value added service

  • Builds collaborative relationships with wide range of professionals, agencies, government departments within their program/region

  • Ability to coordinate

Your experience:

  • An established professional with 10 years’ experience in drug and alcohol management with a track record of success in achieving targets in a results-driven culture

  • Experience in process development and program administration, experience of continual process improvement

  • Experience in managing the competing demands of diverse stakeholders
