Job Summary
Information Technology Services (ITS) is dedicated to a constructive, team-orientated environment, gathering varied perspectives, sharing knowledge, and building effective partnerships that enable our partners to achieve their goals by advising, providing solutions, and delivering service excellence in alignment with the University's mission and goals. Reporting to the Director, Business Operations, the Assistant Manager Administration oversees all billing and procurement for ITS and affiliated departments. This includes the management and administration of contracts, license agreements, hardware and software maintenance renewals and leases for technology spending on services and products across the organization with specific attention to the requirements for the digital transformation of Dalhousie.
Key Responsibilities
  • Review legal contracts and identify all risks to Dalhousie. Negotiate with vendor/supplier to mitigate unfavorable terms and conditions, which includes the assessment of vendor's compliance with privacy and confidentiality regulations. Contracts range in size to multiyear commitments ranging in the $1 million to $2 million.
  • Procure by purchase requisitions or through invoice payment for single quotes, multi-quote requirements (creates a purchase requisition) and authorizes the acquisition.
  • Participate in RFP/RFQ development. Ensure fair and formal selection of suppliers in Requests for Information and Requests for Proposals development and evaluation to verify all required components are present in the requests, and that proper processes are followed, including monitoring compliance with policies.
  • Develop consolidated purchasing through ITS. Eliminate overlap and administrative waste, while providing timely service and regular reporting.
  • Ensure contracts and agreements with suppliers support the needs of the business and that suppliers meet their contractual commitments. Manage the relationships with suppliers and understand the impact associated with a given supplier, and the value and importance of the supplier and their services to the business.
  • Responsible for the development of automation or tools that reduce the amount of manual intervention in billing, procurement or the organization of data, which include a consolidation of all ITS activity with the potential for labor savings in other ITS orgs.
Note
The successful applicant will be eligible for hybrid work (combination of in-person work on campus and remote work) as agreed by all parties based on operational requirements and university guidelines.

Required Qualifications
  • Bachelor of Commerce with approximately three to five years' related work experience in procurement, accounts payable or audit environments (or equivalent combination of training and experience).
  • Ability to prioritize and meet demands in a high volume, deadline-driven environment with strong attention to detail.
  • Demonstrated professionalism, and excellent interpersonal and communication skills (written and verbal) with the utmost importance on diversity, inclusivity, respect and kindness.
  • Proficiency in MS Office applications and an understanding of MS licensing models.
Assets
  • Experience with Ellucian Banner and electronic Procurement Systems.
  • Experience or formal training in business analysis and/or process reengineering.
