About Our Opportunity


The Capital Markets Administration and Compliance (CMAC) division is responsible for the accounting, debt servicing, trade settlement, reporting, and custody of government's market debt and investments while monitoring compliance with legislation and policies. The division provides professional advice, recommendations, and coordination of policies and guidelines related to debt management activities. In addition, the division reconciles government bank accounts, monitors and reports on government's internal financial controls, manages governance specific software solutions and corporate compliance programs.

The Capital Markets Officer reports to the Coordinator of Debt Servicing and Contractual Obligations within the CMAC division. Under the Coordinator's supervision, you will be accountable for the accounting, reconciliation, year end audit requirements and reporting activities for short term investments, short term debt, debt servicing costs, Trust Funds, Special Purpose Funds (SPF), unclaimed trusts, and unclaimed estates.

As the Capital Markets Officer your responsibilities also include trade settlement activities with the Province's Custodian as well as payment/receipt activities related to debt servicing costs, Trust Funds, SPFs, unclaimed trusts, and unclaimed estates. In addition, you will provide advice and recommendations to management based on financial analysis and the application of accepted accounting principles and standards.

Qualifications and Experience


This may be the right opportunity for you if you have three (3) years post-secondary professional accounting training and five (5) years of related experience, or an equivalent combination of training and experience may be acceptable.

The successful candidate will have the following:

  • Experience with banking services, debt servicing activities, financial accounting, and financial reporting / audits.
  • Possess a strong knowledge of Generally Accepted Accounting Principles
  • Demonstrate the ability to manage and produce complex reports
  • Have a proven ability to work independently with minimal supervision
  • Demonstrate sound judgement and problem-solving skills
  • Possess strong organizational and analytical abilities to strategically manage multiple deadlines and interpret complex data.
  • Have excellent attention to detail
  • Possess strong interpersonal and communications skills (verbal and written)
  • Proficient in Microsoft Office

While not required, the following skills and experience is considered an asset:

  • Proficient using SAP
  • Experience with trade settlements, derivatives, foreign exchange transactions, and/or debentures
  • Enrolment in the Chartered Professional Accountant program or Chartered Financial Analyst program

Additional Information

This is a term opportunity with an anticipated end date of August 4, 2025. However, the position status ("term", "temporary" or "casual") is dependent on the start date of the successful candidate.

Pay Grade: TE 22

Salary Range: $2,189.32 - $2,574.66 Bi-Weekly
