The City of Markham is seeking a Financial Analyst within the Development Finance Division of the Finance Department. The Financial Analyst collects and records development charges, ensuring adherence to the Development Charges Act and by-laws of the City and related jurisdictions. The Financial Analyst updates reserve accounts and ensures project funding conforms to statutory regulations. To apply, please submit your cover letter and resume online by March 14, 2025.

Major Responsibilities:

  • Develops and maintains knowledge of the Development Charges Act and relevant City, Regional and School Board by-laws to determine the appropriate charges for all jurisdictions and ensuring compliance with the respective by-laws.
  • Assesses, calculates, and invoices development charges due for all development types, along with the related interest due to the City and the Region of York.
  • Records and distributes development charges and interest collected to the appropriate reserve fund account.
  • Prepares monthly remittances for the Regional and School Board charges in accordance with the provisions of the Development Charges Act.
  • Accurately allocates investment interest and accruals to the development charge reserves.
  • Prepares monthly journal entries to record development charge payments, accounts receivables, funding and interest allocation. Prepares all monthly, quarterly, and annual reports of development charge reserves.
  • Ensures that projects are funded from the appropriate development charge reserve and comply with the legislative provisions of the Development Charges Act.
  • Creates and maintain the accounts receivable for each lot included in executed subdivision agreements and, ensures that additional units built in excess of those identified in the agreement are assessed development charges.
  • Prepares schedules and supporting documentation required for the year-end audit and respond to audit queries as appropriate.
  • Assists with the preparation of the Development Charges Background Study and applicable by-laws.
  • Act as liaison with internal as well as external customers regarding the application of development charges to a variety of development types. Preparation of the appropriate correspondence as required.

Qualifications:

  • Successful completion of a degree in Business Administration, Commerce, Economics or related discipline.
  • Three (3) to Five (5) years practical experience in progressively advanced financial planning and analysis positions, preferably in a multi-divisional organization.
  • Knowledge of accounting and economic principles including strategic and financial planning
  • Ability to read, interpret and apply complex legislative texts such as the Development Charges Act and accompanying regulations.
  • Experience in a public sector organization including knowledge of municipal funding sources, such as Development Charges and the Federal Gas Tax is an asset.
  • Excellent oral and written communication.
  • Advanced proficiency in Microsoft Excel, Access, PowerPoint and Word.
  • Demonstrated strong initiative and the ability to work independently.
