The Independent Electricity System Operator (IESO) works at the centre of the province’s power system, ensuring Ontarians have access to reliable and cost-effective electricity when and where they need it. We operate the province’s electricity grid 24/7, design, run and oversee the wholesale electricity markets, and plan and prepare to meet Ontario’s electricity needs – now and into the future.


The opportunity

Reporting to the Supervisor, Information Governance, Compliance and Services, the primary responsibility of the Specialist, Information Governance and Baseline Management is to facilitate the Market Document Baseline process in adherence with market rule obligations. This includes managing both the external and internal market document revision processes and ensuring document changes meet legislative, regulatory, and process requirements and timelines.

The secondary function is to support the Supervisor, Information Governance, Compliance & Services with all aspects of information lifecycle management as it relates to compliance and services including business analysis, automation, risk management, continuous improvement, and compliance reporting.

What you’ll do

  • Develop and manage the baseline schedule, ensuring alignment with board meetings, technical panels, IT releases, and market rule amendments. Maintain both internal and external baseline calendars to track key activities.
  • Prepare and distribute updates on the baseline calendar and related processes for market participants. Facilitate communication and manage stakeholder feedback to ensure transparency and alignment.
  • Conduct impact assessments and maintain the reporting system for internal and external evaluations. Perform dependency analysis to track relationships between documents and technical interfaces, ensuring records are accurate and up to date.
  • Prepare and publish governance documents, including the Market Manual Guide to Documents Published, Market Design Baseline Procedure, and Market Manual 2.13. Generate summary reports on baseline activities.
  • Maintain and monitor tools used for baseline governance, ensuring their accuracy and functionality. Act as a subject matter expert (SME) on tool enhancements, integrations, and process improvements.
  • Baseline Guidance: Provide expert guidance on the Baseline process, support system development and maintenance, engage in stakeholder meetings, and develop user guidelines for Baseline tools.
  • Baseline Customer Service: Collaborate with document authors and stakeholders enterprise wide to manage off-schedule document changes, onboard and train new authors, provide refresher training, and communicate process updates through corporate channels.
  • Continuous Improvement: Identify process and system improvements and develop proposals to streamline current processes.
  • Information Governance (IG) Strategy & Guidance: Contribute to the modernization journey of information at the IESO by developing and implementing IG strategies, maintaining information lifecycle management guidelines, and providing expert support on IG systems and best practices.
  • Compliance and Quality Assurance: Ensure documents comply with regulations and standards, conduct risk assessments, address compliance gaps, and oversee information lifecycle management.
  • Continuous Improvement: Assess and enhance IG processes, drive digital transformation initiatives, stay updated on industry trends, and generate reports on key initiatives like AODA compliance.
  • Customer Service & Stakeholder Support: Serve as the primary IG contact for business units, providing timely guidance, resolving inquiries, and ensuring compliance with IG policies.
  • Support the services team in maintaining the business classification scheme, retention and disposition processes and all stages of information lifecycle management (Create, Store, Use, Share, Archive & Destroy).
  • Informal project management and collaborate with cross-functional teams to implement process enhancements.

What you need to succeed

Education

  • Requires a minimum of a university degree in one of the following areas, Information Management, Library Science or a related discipline. This knowledge is considered to be normally acquired either through the successful completion of a 4-year University degree in an appropriate discipline as described, or by having 6-10 years in a related field. Preferred to have a Master’s degree in an information-related discipline or equivalent.

Skills/Technical Competencies

  • Comprehensive knowledge of records and information management principles and practices.
  • Ability to effectively communicate information to stakeholders with various levels of expertise on complex information management processes.
  • Experience developing and implementing compliance reporting and analysis processes and systems (e.g. Tableau, Power BI, advanced Excel skills) required.
  • Experience with analyzing business processes, identifying and implementing process improvements.
  • Experience with M365 Purview Compliance Portal (classification, information protection, retention and disposition) is an asset.
  • Experience with OpenText is an asset.
  • Strong willingness and independent attitude in learning new things.

A period of over 6 years, up to and including 8 years is considered necessary to gain this experience.

The IESO offers a hybrid work model program to most of our employees, based on business needs. Individuals participating in the program can work an average of three days per week remotely within Ontario. It also offers three flex weeks when individuals can work remotely within Ontario . When working in the office, you will be located at our Mississauga, Toronto, or Oakville location.
