The Ministry of the Solicitor General (SOLGEN), Ontario Provincial Police, and the Commander of Business Management Bureau (BMB) are seeking a qualified individual interested to lead the Financial Services Section as the OPP's Senior Manager, Financial Services leading a team of financial services professionals with a broad range of financial activities including: budgets and forecasts; accounting; purchasing and relocation.

As part of the Corporate Services Command, the Business Management Bureau delivers services through the following specialty sections: Procurement, Finance, and Facilities.
The Financial Services Section, through its Controllership Services, ensures clear lines of accountability, stewardship of resources and evaluation of results achieved and OPP adherence to modern controllership practices. We also provide relocation services, which arranges the movement of members of SOLGEN and Ministry of the Attorney General throughout the province.

What can I expect to do in this role?
Leading controllership and relocation services within the organization, you will:
• Lead and manage organization-wide strategic business and financial planning activities. • Lead the development and implementation of an accountability framework to support delivery of the organization's program mandate. • Lead the Relocation Program for the organization, in accordance with directives and policies. • Provide corporate finance expertise and strategic advice to executives and senior management on business, capital planning and resource allocation options, risks, and issues management strategies. • Manage in-year resource requests and allocation and in-year budget management processes including budget development, control, and administration and forecasting. • Provide options for the optimal utilization of financial resources.

Knowledge, Skills and Abilities:
Leadership Skills
• Ability to develop, build and lead organizational capacity through positive and values-based leadership, inclusive and engaged teams, and partnerships. • Exercise independence in leading business planning to meet government and ministry strategic business objectives and priorities, and provide advice and recommendations to senior executives.
Financial and Budget Expertise
• Demonstrated knowledge and experience that are typically acquired through designations in CPA (Chartered Professional Accountant) or CPFA (Canadian Public Finance Accreditation). • Demonstrated knowledge to provide advice and financial expertise to senior executives to address financial planning and management issues. • Knowledge to anticipate and identify business and financial-related issues, perform risk assessments, and provide strategic and expert advice to senior executives on risks and mitigation, including strategies. • Ability to interpret and apply organizational financial, administrative and procurement policies and directives. • Ability to develop and implement OPP corporate budgetary planning and resource allocation policies and processes to ensure fiscal oversight, corporate accountability, and alignment with strategic/program goals.
Program Management
• Ability to apply organizational strategic corporate directions, multi-year business and results-based planning processes, and ministry service delivery models. • Knowledge of program evaluation and operational policy principles and methods. • Knowledge to identify and mitigate/manage any risks or critical and emerging issues. • Lead and manage a range of business planning and resource allocation processes. • Lead and manage multi-year strategic business, program and service plans including the deployment of resources (human and financial) to deliver programs and services.
Communication and Stakeholder Management
• Ability to build and maintain key relationships to lead and manage a range of corporate, cross-ministry business planning and resource allocation processes. • Demonstrated experience providing strategic advice, briefings, and making persuasive recommendations to senior management and executives on strategic business planning, corporate finance business cases and proposals, and issues resolution.
