Program Manager, Internal Controls & Disclosure Program

• Perform risk assessment, and other analyses and consultations in preparation of the annual ICFR Evaluation Plan
• Develop, adapt and perform operating effectiveness testing procedures as defined in the annual ICFR Evaluation Plan, including:
  • Sample testing of key controls to verify the operating effectiveness, using professional judgment on the sufficiency and relevance of the evidence
  • Discussions with various process stakeholders to obtain appropriate evidence of control effectiveness
  • Update control documentation, as required
  • Identify and analyze control deficiencies based on testing, assess the significance and root cause, and communicate to process owners.
• Review testing performed by others for sufficiency in support of Program objectives, and provide guidance as needed.
• Identify, discuss and establish solutions with process owners to remediate control deficiencies. Test remediation efforts and implementation of new controls
• Provide guidance to management, internal business process and IT owners on the adoption and maintenance of best practice internal processes, manual and automated controls and information technology governance.
• Ensure continuous communication and timely reporting for Management and the Audit Committee in terms of progress to date with the Mint's implementation of Internal Controls over Financial Reporting and Disclosure Program
• Coordinate any internal control planning and execution with external auditors, including the Office of the Auditor General (OAG) and the CSAE 3416 Auditors of the Mint's Precious Metal Storage Services Internal Control System.

This opening is to be filled on a hybrid working arrangement, and the incumbent will be required to work from the Ottawa location generally on an average of 1 day a week which could change based on operational requirements.

Languages Requirements:

• An advanced level of bilingual proficiency in both official languages (English / French) is required at the time of hire. If a bilingual candidate is not identified, other candidate language profiles may be considered in accordance with the Mint's Staffing Policy.

Education & Designation:

• Undergraduate Degree in Accounting, Finance, and Business Administration or related areas
• Professional certifications are an asset e.g. CPA, CIA, CISA, CRMA, CFE

Experience:

• Minimum of 7 years progressive business experience
• Minimum of 5 years' management experience identifying financial accounting risks and deficiencies and demonstrating the ability to recommend remediation plans and compensating controls.
• Minimum of 2 years experience conducting audits of financial processes and/or financial statements.

Additional Qualifications:

• Strong understanding of the COSO Integrated Framework, COBIT Framework, NI 52-109, etc.
• Strong understanding of audit techniques to effectively and efficiently acquire relevant and sufficient evidence of effective design and operation of internal controls
• Strong program and project management skills, with a good working knowledge of business processes and ITGC's in a complex environment such as: Order to Cash processes and systems, Procure to Pay processes and systems, Production, Inventory and Distribution processes and systems, and Treasury process and systems
• Strong communication skills to effectively promote ICFR objectives, and identify and remediate control deficiencies
• Proficiency in Microsoft Office Suite i.e. Word, Excel, PowerPoint, Visio, etc.
• Demonstrated success as a business partner to deliver large change efforts with the business, ensuring the business owns the implementation and successful continuous improvement of these changes
