The Associate, Operational Resilience and Risk is part of the Capital Markets Operational Risk and Resilience (CM ORR) unit within the CM Risk and Regulatory Service (RRS) group. The CM ORR team is part of the first line of defense, providing internal control support and oversight on Operational Resilience, Business Continuity Management, and Operational Risk, to CM business units.
The candidate will report into the VP, Crisis & Continuity Management, and will;
1. Drive the global Operational Resilience, Crisis Management and Business Continuity Management mandate to (a) implement the Operational Resilience program; (b) manage the crisis and incident response protocol; (c) maintain business continuity documentation, (d) facilitate business continuity testing, and (e) execute tabletop exercise/scenario testing.
2. Support the global Operational Risk mandate to (a) maintain/enhance the Process, Risk and Control (PRC) Library; (b) conduct Operational Risk assessments and (c) execute on key Operational Risk projects and initiatives.
As part of the Capital Markets Office of the Chief Operating Officer, the business unit operates at a quick pace with exceptional quality and high expectations; as such the role requires the same pace coupled with high quality execution of deliverables.
Key Roles & Responsibilities:
1. Crisis and Continuity Management
Business Continuity Documentation:
Responsible for Business Impact Assessment (BIA), Business Continuity Plan (BCP), Risk Assessment (RA), and Test Summary Report (TSR) documentation updates across all of CM globally.
Interact directly with LOBs, including senior executives, to gather information for document updates and approvals.
Develop efficient, streamlined processes for information gathering and executive signoffs on documentation.
Partner effectively with enterprise Resilience and Integration (R&I) to aid in Quality Assurance (QA) Review process completion.
Manage call tree notification system updates.
Business Continuity Testing: All CM Business Continuity Plan testing, including Disaster Recovery (D/R), notification system management, third party/vendor testing, Alternate Work Area, and BCP Walkthrough.
Incident Management: All CM event management, including scenario planning, tabletop exercises, response protocol, and documentation maintenance.
2. Operational Resilience
CBPS: Biannual refresh of the Critical Business Products/Services (CBPS) List which have considerable systemic impact internally, and externally.
Process & Dependency Mapping: Annual documentation update of critical resources needed to deliver CBPS, including system application, work force and third-party exposures, etc.
Impact Tolerance: Biannual update of the Impact Tolerance Statement ensuring impact tolerance(s) are updated as business needs change.
Scenario Testing: Conduct Scenario Testing with Ops Res team to identify gaps/vulnerabilities and establish actions plans for remediation (if required).
3. Operational Risk
PRC Library: Provide support to build and maintain the CM Process, Risk and Control (PRC) Library.
PSPRA: Conduct Product/Service, Process Risk Assessment (PSPRA) for CM business units.
Ad-hoc: Support and execute on any short/long-term projects and initiatives that fall within the Operational Risk & Resilience mandate(s), as required.

Build positive stakeholder relationships within GM, I&CB and OCOO and across Corporate Support Areas to garner support, advice and partnership that enables execution of the role.

Communicate effectively (verbal and written) at all levels of the organization, including the most senior executives, including drafting communications and running calls and meeting. Ability to represent Capital Markets at senior industry discussions, with regulators and internal & external auditors.
Proactive in work and responsibility. Ongoing self-study about Capital Markets, emerging regulatory and industry issues, BMO business priorities, and best practices. Ability to adapt and quickly develop in-depth understanding of new/different initiatives, requirements, or roles.

Education/Experience:
Undergraduate degree in Business Administration, Risk Management, Economics, Finance and/or relevant background.
Graduate degree or professional designations in related discipline would be an asset.
5+ years of Banking/Financial Institution/ Management Consulting experience with relevant Business Risk exposure, including, but not limited, to Business Continuity, Operational Risk, Regulatory Compliance, Cyber Security, Third Party Risk, Technology Resiliency, Legal, AML, etc.
Good understanding of the regulatory landscape and industry practices with respect to Business Continuity Management, Operational Resilience and Operational Risk.
Experienced in and effective at responding to and dealing with significant problems and crises.
Demonstrated technical understanding of Capital Markets products, services, and systems.
Knowledge of the various risks and controls associated with Capital Markets’ business activities.
Advanced Office Suite proficiency, such as, Excel, PowerPoint, Word, and Visio, etc.

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.
