What You Will Do

You will be responsible for the results of Audit, Risk & Compliance (ERM/Compliance Stream) activities and for the selection, development and allocation of professional staff and co-sourced resources under their direction. You will also play an integral role in providing the Department Head and senior management with information and advice on driving ERM and Compliance program maturity.


Some of the key areas include:

  • ERM & Compliance Stream - Directs concurrent enterprise risk management and compliance activities to improve the TTC's ERM and Compliance Management framework

  • Project & Resource Management- Liaises with the TTC's executive and senior management to keep them informed of ARC work progress and resolution of major issues/concerns

  • Strategy & Leadership - Provide direction and determines strategies for the most complex and sensitive issues in activities and projects assigned, Provide comprehensive advice, recommendations and perspectives on a range of risks, mitigation strategies, functions, activities and issues that arise as part of the ARC's role at the TTC.

  • Stakeholder Relationships - Communicates with executive/senior management, external auditors/regulators and relevant external stakeholders including ARMC members to facilitate discussion of plans, advocating the value ARC brings to the TTC

What Qualifications Do You Bring?

  • Completion of a Bachelor and/or Master degree in a relevant discipline (e.g. Risk Management, Law, Accounting/Auditing, Business, Engineering, Public Administration), OR a combination of education, training and experience deemed to be equivalent.
  • Possesses Canadian Risk Management (CRM) or Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) or Certified Information Systems Auditor (CISA) or Professional Engineer (P. Eng) or Project Management Professional (PMP) or other relevant designation/certification (e.g., LLP) in good standing with the appropriate professional association;
  • Knowledge and experience to oversee and guide complex and sensitive risk management, compliance, audit and advisory services;
  • Seasoned private or public sector management experience in a risk management or audit environment;
  • Demonstrated project management proficiency and understanding of best practice approaches and techniques, with extensive experience in leading teams of professional staff;
  • Minimum 10 years of progressive experience in risk management, compliance management, and/or audit, with exposure to various types of business, governance, risk management, and control processes.
  • Experience in a transit agency, government agency or large public accounting/consulting firm would be an asset.
  • Possession of a law degree would be considered an asset.
  • Experience in Governance, Risk, and Compliance (GRC) platforms
  • Demonstrated ability to influence at an executive level and lead highly complex, sensitive projects and activities;
  • Proven ability to create written deliverables, including public reports and ARMC materials, and executive staff reports to meet professional standards expected;
  • Demonstrate solid understanding of ERM/Compliance/Internal Control systems, processes and products;
  • Organizational and prioritizing skills required to meet deadlines;
  • Ability to lead, motivate and coordinate project teams to meet project deadlines;
  • Ability to create a positive working climate that promotes staff engagement;
  • Excellent interpersonal, verbal and written communication skills, including preparing and delivering formal presentations;
  • Tact, discretion, diplomacy and the ability to influence or persuade senior decision makers;
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
