The Team
The Global Identity & Access Management (GIAM) organization is responsible for setting the strategy and roadmap for IAM and defining, delivering, operating and governing security controls pertaining to identity and access management across Scotiabank globally. This includes Identity Lifecycle Management, centralized provisioning of workforce identities, certification of workforce identities and accounts, management of privileged access, authentication including Multi-Factor Authentication and Single Sign-On, as well as the selection and integration of IAM solutions.
The Role
The Director, Identity & Access Management (IAM) Governance provides direction, oversight, and strategic management for IAM Governance function at Scotiabank. The Director is responsible for developing, implementing, and overseeing an enterprise-wide IAM governance framework to secure and standardize identity and access management across the enterprise. This Director ensures secure, compliant, and efficient management of user access certifications. Additionally, the Director will drive the onboarding of applications and systems into the organization's Identity Governance solution to streamline access management and governance. This position requires collaboration with cross-functional teams to align IAM practices with business objectives, regulatory requirements, and industry standards.

The Director will manage high performing teams that collaborate with various technology partners and business stakeholders responsible for advancing IAM controls for Scotiabank employees, partners and vendors.

IAM Governance Strategy and Oversight
Develop and lead the implementation of a comprehensive IAM governance framework that includes access certification, entitlement reviews, and user lifecycle management.
Define and enforce enterprise IAM policies, standards, and procedures, emphasizing secure onboarding of applications to the Identity Governance solution.
Oversee the access certification process to ensure users have appropriate access levels and that certifications are conducted regularly and efficiently.
Develop role-based access controls (RBAC) and ensure alignment with least privilege and segregation of duties (SoD) principles.
Application Onboarding and Integration
Lead the effort to onboard applications and systems into the Identity Governance platform, ensuring seamless integration and efficient access management processes.
Partner with application owners to standardize user provisioning, de-provisioning, and role mapping within the Identity Governance solution.
Develop a roadmap for the continuous expansion of application coverage within the Identity Governance framework.
Deliver Executive Reporting for application onboarding.
Leadership & Stakeholder Collaboration
Act as a key advisor to senior leadership on IAM governance strategies.
Manage relationships with external auditors and regulatory bodies to demonstrate compliance with IAM controls.
Lead a team of IAM governance professionals. Provide mentorship, training, and performance evaluations to team members.
Risk Management and Analytics
Monitor and report IAM governance risk indicators, performance indicators, service level targets, and exceptions, including access certification completion rates, application onboarding progress, and policy compliance.
Monitor access control processes to ensure their effectiveness, efficiency, and compliance with standards and control objectives. Report on compliance and effectiveness of access control processes.
Stay current on emerging IAM technologies, trends, and threats, integrating best practices into IAM operations.
Identify and mitigate identity and access control issues and risks
Drive a consistent implementation of identity and access management practices
Define processes related to the operation of IAM controls within all domains of the Access Control Framework.
Do you have the skills that will enable you to succeed in this role? We'd love to work with you if you have:
Solid understanding of enterprise IAM capabilities including Access Provisioning, and Access Governance.
Deep understanding of Identity Access Governance solutions.
Familiarity with Identity and Access Management solutions including SailPoint Identity IQ, SailPoint File Access Manager, Active Directory, Microsoft Entra ID.
5+ years of people leadership experience managing teams with 20+ team members.
Security certifications would be an asset(s)
Bachelor's degree in computer science, Information Systems, Cybersecurity, or a related field. A master's degree is preferred.
10+ years of experience in identity and access management
