What is the opportunity?

The role of the Director, RCM QAR is to act as a change agent and help to improve the second line of defense RCM oversight programs and practices of Compliance and other functions (under Reliance Model) through the maintenance of a RCM Quality Assurance Review (QAR) Program that assesses conformity of practices with RBC's RCM Control Standards and/or other regulatory requirements. The work performed by the RCM QAR team also supports the Global Chief Compliance Officer's report to the Audit Committee regarding the robustness of the RCM Program at RBC.

What will you do?

  • Maintain and execute the RCM QAR Program. Execution activities include conducting a certain number of QAR Reviews, in accordance with the approved annual plan, and evaluating the performance of different segment compliance teams and Reliance Model functions against pre-established criteria.

  • Prepare QAR Reports for individual reviews that explain how the review was conducted and what Findings resulted from the work performed, and share these reports with the stakeholders associated with each review.

  • Prepare quarterly summary reports, present these reports to the Regulatory Compliance Operating Committee, and contribute content to quarterly Global CCO Opinion and RM functions OC reports.

  • Assist segment compliance teams and Reliance Model functions in understandings QAR Findings, and how to remediate/correct practices.

  • Maintain a system for tracking Findings identified, closure of Findings, slipped remediation plans etc.

  • Update QAR assessment criteria, methodologies and guidelines on a periodic basis, as defined in the QAR guidelines.

  • Provide leadership to, and day-to-day management of the RCM QAR team.

  • Respond to questions arising from Compliance and Reliance Model functions professionals, and support both formal and informal training of the Compliance and Reliance Model functions as a whole.

  • Identify and leverage best practices to contribute to continuous improvement of the RCM QAR Program.

  • Stay informed about improvements and current developments in regulations and internal processes and procedures. Ensure that the RCM QAR Program remains relevant and reflective of current practices and/or practice expectations.

  • Actively participate various forums within Compliance and RBC more broadly, when invited as QAR subject matter expert.

What do you need to succeed?

Must-have

  • Experience with conducting quality assurance reviews, particularly in a risk management/compliance context

  • Experience in/knowledge of Compliance function within a large global organization

  • 5+ years experiencing leading a team within financial services

  • Experience writing reports for senior audiences

  • Experience setting up, monitoring, and executing an audit/review plan including establishing coverage metrics
