We have a great opportunity in Finance Department. We are currently seeking an experienced Manager, Financial Planning & Analysis

What You Will Do

As the Manager, Financial Planning & Analysis - Capital you will be responsible for providing leadership and effective management of a team providing corporate financial planning, budgeting, financial management and control services to senior management and the Board, involving the planning, development, management, analysis and recommendation of the TTC's multi-year financial plans, annual 10-year Capital Budget and Plan, 15-year Capital Investment Plan, and capital and financial performance metrics related to the delivery of state of good repair and major capital programs.

You will collaborate with the CEO's Office on inter-governmental capital funding advocacy and ensure related audits and reporting is in compliance with all applicable funding agreements. In partnership with other senior management, this role will also support the integration of business planning, capital planning & budgeting, and enterprise asset management to enable end-to-end lifecycle management of TTC's capital asset portfolio and reporting as required.

As well, support numerous transformational programs including the TTC's Finance Transformation and SAP Implementation programs, contributes to corporate business training programs, and collaborates with Business Partner Support to improve service delivery to Finance's Business Partners, increase operational and financial performance, minimize risk and ensure leading practices are employed at the TTC.

Oversee the planning, development, launch and management of the annual capital budgeting process, including related strategies, policies, directions, guidelines, templates, tools, training, schedules, review meetings, deadlines, issues resolution, decision-tracking, communications and briefings across the organization.

Manage, train and coach staff in their knowledge, development and application of budgetary and other key policies, legislation, analytical, procedural techniques, information and reporting requirements, in order to optimize budgetary planning & control, and use of corporate systems & tools that facilitate analysis, consolidation and reporting of budgets and performance

What Qualifications Do You Bring?

  • Completion of a post-secondary degree in Business Administration, Public Administration, Accounting or a related discipline, combined with extensive experience performing duties related to the key objectives of the position, OR a combination of education, training and experience deemed to be equivalent
  • Extensive experience in financial planning, budgeting, analysis and management; performance measurement; strategic and business planning support and evaluation; and policy development, in a large public or private sector organization
  • Proven experience in a corporate oversight role leading operating and/or capital budget formulation, with extensive knowledge of generally accepted budgeting principles, techniques, and systems in a large public organization
  • Extensive experience in preparing comprehensive reports and analyzing, interpreting and summarizing information for the purpose of supporting decision making regarding financial, budgetary, policy and/or service issues; excellent written and verbal communication skills, including writing reports and delivering presentations with complex technical information to senior leadership teams
  • Experience with enterprise-wide financial and budgeting systems, preferably SAP
  • Expert knowledge in MS Word, PowerPoint and Excel (including Macros, Pivot Tables, Lookup, and Data Analysis functions) and other computerized applications related to financial planning, budgeting, accounting, costing and cost control
  • A professional accounting designation would be considered an asset
  • Good understanding of governance and accountability frameworks, principles, and application, preferably in a large public sector organization
  • Proven track record of developing a high-performing team, including coaching, mentoring and providing business, financial and technical guidance to staff
  • Strong research, analytical and conceptual thinking skills, with the capacity to understand complex financial, service, operating and policy issues, program interrelationships and the potential results and outcomes of policy actions and the ability to conceptualize and develop options and recommendations to support decision making
  • Ability to develop effective relationships both internally and externally, with staff at all levels, especially with senior leaders, other levels of government, and external organizations
  • Superior problem solving and analytical abilities in order to assess, analyze and effectively interpret large quantities of data and information from a variety of sources to support decision-making, budgeting, scenario modelling, accurate reporting, financial controls and corporate policies
  • Ability to manage competing priorities and demands in a rapidly changing environment
