What You Will Do

You will be responsible for reviewing, analyzing, documenting and evaluating business systems and user needs while serving as the key link between development and business users. The incumbent plans and conducts feasibility studies, creates project proposals, gathers, documents and validates business requirements, identifies system requirements and creates systems designs, directs system implementation and installation, and develops methods and procedures for systems of major complexity. The incumbent identifies and documents the functional and/or technical problems and devises solutions. May act as project leader or sub-section leader on large projects. On a continual basis, the incumbent expands the application use by clients, demonstrating business solutions, configuring the application, testing it, and training the clients in using the additional features.

You will develop and implement new computer systems and enhance old systems by translating business problems and requirements into an information system solution following accepted methodology; leading requirements gathering sessions with business users to create the functional specifications; designing and developing proposals, forms, workflow, business, process and data modelling, business requirements and system specifications for new systems; preparing business cases; formulating and defining systems scope and objectives based on both user needs and a thorough understanding of business systems and requirements; consulting extensively with clients during systems development life cycle; determining the feasibility of applying system methods to solve problem under study and investigating existing systems and making recommendations concerning changes and enhancements.

You will be responsible for developing systems, objectives, control procedures and processing cycle for assignment; liaising with Internal Audit and Finance departments' personnel to ensure accounting and audit requirements are being met by systems, and verifying that systems are operational and functioning successfully; developing detailed project plans and reporting progress to the Project Manager; defining problem areas through discussions with client and Information Technology Services management; establishing terms of reference for the analysis and solution to problems; interviewing appropriate personnel during requirements, analysis and design phases of problem solution and developing strategies of approach and solution by utilizing accepted methods, standards and related tools and techniques.

You will assist the section Manager and Project Manager by assisting in preparing the section's short-term business plan and budget, developing of time, cost estimates and project timelines, identifying and mitigating project risks; acting as project leader on large complex systems; reviewing detail work of Systems Analysts and Programmer Analysts; advising and training more junior personnel on systems development methods, procedures, standards, tools and techniques and consulting with clients to provide post-implementation needs.

In addition to the above, you will be responsible for treating passengers and/or employees with respect and dignity and ensuring the needs of passengers or employees with disabilities are accommodated and/or addressed (if applicable and within their area of responsibility) in accordance with the Ontario Human Rights Code and Related Orders so that they can fully benefit from the TTC as a service-provider and an employer and perform related duties as assigned.

What Qualifications You Bring

  • University degree in Computer Science, Business Administration or the equivalent combined with directly related experience in systems development projects, tools and techniques.
  • Requires experience and extensive knowledge of business and systems development from methodology through analysis, detailed design development, implementation and production support, business process re-engineering, systems development tools and techniques such as process/data modelling
  • Must have a thorough understanding of project management, data security audit concepts, quality assurance principles and practices as well as structured techniques for business and systems analysis, design and development
  • Requires the ability to plan and conduct studies and reviews; prepare project viability assessment reports, business proposal reports and cost/benefit analysis of projects;
  • Completion of industry-recognized business analysis and/or project management certifications (e.g. IIBA-CBAP, PMI-PBA or PMI-PMP) would be an asset.
  • Work as part of a team in the development and implementation of large and complex systems and prepare system specifications and documentation
  • Must possess sound business judgment; highly developed analytical and problem solving skills; excellent organizational, interviewing, verbal and written communication skills
  • Ability to occasionally supervise, lead and motivate small project teams comprised of Systems Analysts and Programmer Analysts
  • Requires progressively responsible work experience in systems analysis and design, project administration and programming
  • Demonstrated ability to function as an integral member of project team as well as individually
  • Knowledgeable of current hardware and software computer environment and project management and systems development life cycle methodology
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees
