Purpose
Contributes to the overall success of the central Compliance Monitoring team in Canada ensuring specific individual goals, plans, initiatives are executed / delivered in support of the team's business strategies and objectives. Ensures all activities conducted are in compliance with governing regulations, internal policies and procedures.
Accountabilities
Responsible for overseeing the implementation and coordination of the Monitoring program globally
Lead 2nd line Oversight and Effective Challenge activities to enhance monitoring program oversight capabilities and produce oversight reports.
Coordinate the implementation of processes to test the design and operational effectiveness of Monitoring activities as part of Monitoring Effectiveness Assessment activities.
Regularly utilize analytics and insights for aggregated monitoring activities to analyze existing capabilities and identify patterns, themes, or trends in compliance controls that may indicate weaknesses or gaps.
Interpret and apply regulations and their requirements to assess the monitoring and surveillance controls across business lines, identifying key priority capabilities to be implemented.
Lead efforts to document and update the Compliance Monitoring policies, standards, and procedures.
Supports implementation of the target operating model (including. methodology, people, process, tech, data) for the priority monitoring and surveillance capabilities.
Partner with Compliance Subject Matter Experts, Technology, and Data analytics Specialists to help deliver the monitoring program & generate meaningful insights.
Lead initiatives and deliver long-term sustainable impact by leveraging deep Monitoring expertise.
Support Monitoring teams across 1st and 2nd lines of defense by providing visionary direction and decision-making, identifying and prioritizing tasks, clearing issues, and reviewing deliverables
Work closely with internal and external stakeholders to build partnerships, create a shared vision and commitment for transformation and effectively communicate deliverables to all stakeholders.
Champions a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
Understand how the Bank's risk appetite and risk culture should be considered in day-to-day activities and decisions.
Actively pursues effective and efficient operations of their respective areas in accordance with Scotiabank's Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.

Education/Experience
Previous experience within either in Compliance, Testing, Audit, and Quality Assurance functions
Strong analytical and reporting skills, with professional expertise in Excel analytics for handling large amounts of data. This expertise is critical for success in this role. (PowerBI skills are an asset but not required)
Experience leading central oversight and effective challenge within a 2nd line functions
Specific experience working within Monitoring / Surveillance programs is preferred
Bachelor's degree required; Master's degree preferred. A law degree is preferred but not required.
Driven and results oriented with proven track-record of leading change in previous roles
Led large teams and end to end delivery for the global financial institutions
Excellent verbal and written communication skills
Enthusiastic leader; with ability to help others thrive in a team-oriented environment
Holding relevant certification will be an asset but not mandatory (e.g. CSC, CPA, CFA)
