Provides the leadership and integration point for Human Resources (HR) Governance, with a regulatory compliance focus. Provides oversight, monitoring and reporting of HR's compliance programs to facilitate superior risk management. Participates in and supports the robust HR compliance framework that is leveraged across BMO.

  • Acts as a subject matter expert on the Enterprise Compliance Program in respect of laws and regulations applicable to HR, and related risk management practices.
  • Leads execution of various activities including Risk and Control Self-Assessments, Product, Service and Process Risk Assessments, maintenance of HR's inventory of laws and regulations and associated control libraries, performs monitoring and testing of controls, reviews and advises on issues and events, advises on policy and procedure lifecycle management, develops and executes internal HR regulatory compliance processes & procedures, contributes to jurisdictional and enterprise reporting.
  • Acts as a trusted advisor to assigned jurisdictions.
  • Performs due diligence and effective challenge/equivalent to the first line of defence.
  • Identifies emerging risks, issues and trends to inform decision-making and strategic direction.
  • Develops solutions and makes recommendations based on an understanding of risk management and stakeholder needs.
  • Provides advice and guidance on managing & overseeing HR risk in alignment with overall BMO framework and in consideration of industry trends.
  • Develops and delivers training to stakeholders.
  • Leads change management programs of varying scope and type, including readiness assessments, planning, communication strategy, stakeholder management, execution, evaluation and sustainment of initiatives.
  • May provide specialized support for other internal and external legal and regulatory requirements (i.e. co-ordination of required Corporate HR notices and attestations, etc.).
  • Ensures that there is a disciplined and transparent approach to managing Human Resources Risk across the Bank.
  • Provides support, advice and guidance in the development and maintenance of HR policies and procedures to support the HR governance framework.
  • Builds effective relationships with internal and external stakeholders, facilitating alignment.
  • Supports development and execution of strategic initiatives in collaboration with internal and external stakeholders.
  • May lead the management and oversight of audits and exams in Corporate HR. Accountabilities may include education and training related to audits, tracking and monitoring of deficiencies and validation of completed action plans.
  • Provides specialized consulting, analytical and technical support.
  • Performs other risk management activities as assigned (e.g., business continuity planning, trading windows program).
  • Influences and negotiates to achieve operating group objectives.
  • Exercises judgment to identify, diagnose, and solve problems within given rules.
  • Works independently and regularly handles non-routine situations.
  • Breaks down strategic problems, and analyses data and information to provide insights and recommendations.
  • Broader work or accountabilities may be assigned as needed.

    Qualifications:

  • Typically between 5 - 7 years of relevant experience and/or certification in related field of study or an equivalent combination of education and experience.
  • Deep knowledge and technical proficiency gained through extensive education and business experience.

Salary:

$68,000.00 - $126,000.00

The above represents BMO Financial Group's pay range and type.

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group's expected target for the first year in this position.
