Salary: $100,133-125,171 (To commensurate with experience and consistent with UHN compensation policy)

Position Summary

The Finance Manager, Major Projects is responsible for supporting the financial aspects of Ministry Funded Major projects while adhering to all UHN policies, regulatory requirements and audit accountabilities to maintain appropriate internal and financial controls.

Duties

Capital Finance:

  • Enforce policies and procedures relating to capital spending including UHN's project cost control manual and Ministry of Health's (MOH) Cost Share Guidelines
  • Develop and maintain specialist financial knowledge for Westpark's recently completed 730,000 square feet facility built under a public-private partnership (3P) and a Design, Build, Finance and Maintain (DBFM) delivery model
  • Provide finance support for the 30-year operational and contractual relationship with the Project Company
  • Develops comprehensive total life cycle costs for capital building & renovation projects and ensures identification of funding sources for required post construction operating budgets
  • Ensure compliance with MOH guidelines and generally accepted accounting principles
  • Manage financial risks and cashflow requirements for complex, multiyear projects
  • Liaise with the Finance Director, Major Projects on Ministry capital requirements
  • Review and provide finance assurance on capital submissions to the Ministry of Health and other external funders and/or organizations
  • Develops, maintains and submits financial documents in support of provincially funded capital projects
  • Support and advise on business cases and strategies to achieve optimal outcomes for capital spending and decision making
  • Provide input to and develop capital related finance, governance and operational corporate policies
  • Build effective and collaborative relationships with stakeholders in Redevelopment, Support Services and Clinical Programs
  • Identify and lead process and efficiency improvements within areas of responsibility, including advocating for system enhancements

Operations Finance:

Role will support the development of an operating budget and completion of the post construction operating plan (PCOP), and other Ministry submissions for funding of new MOH projects through the following functions:

  • Support the Senior Finance Manager, Major Projects with the coordination and preparation of the operating budget for new projects
  • Manage monthly reporting of transition costs to budget and variance analysis to ensure controls over project performance in coordination with Senior Finance Manager and Finance Director, Major Projects
  • Coordinate with Case Costing, Decision Support, FM-PRO, and others as required, the inputs for the PCOP, training and start-up costs, and other Ministry submissions as it relates to the operation of the new MOH funded projects
  • In collaboration with clinical stakeholders, facilitate and prepare as required, operational modelling and their financial implications to support operations of new build projects
  • Provide assistance to Managers in controlling their operating budgets

Qualifications

  • CPA designation
  • 5 - 8 years related experience
  • Financial experience in health care is definite asset
  • Previous experience implementing organizational change
  • Demonstrated presentation/training skills are essential
  • Ability to explain complex issues in plain language both verbally and in writing
  • Excellent analytical, communication and interpersonal skills
  • Excellent technical skills in excel and financial systems
  • Experienced in management reporting and MOH capital projects of complex nature and multimillion-dollar value
  • Knowledge of the Ontario Hospital MIS Guidelines and Reporting System is an asset
  • Successful candidate should have demonstrated ability to manage multiple tasks with strict deadlines and ability to find solutions for difficult problems and well-organized with an ability to conduct effective meetings. Also exhibit sound judgment, tact and diplomacy along with the ability to work in a changing and complex environment.
