Manage the acquisition of all types of property requirements
Review property requirements to ensure conformity with scope, policy, and applicable legal principles of land ownership and transactions
Assess project design drawings to ensure property acquisition strategy aligns with design and scope
Collaborate with design and engineering to identify property requirements and related challenges and risks, and propose mitigation strategies
Consult with members of the project team including design engineering, utilities, geotechnical investigations, rail systems, environmental compliance, architecture, landscape architecture, and others
Prepare reports, presentations, letters, and draft agreements
Analyze project control tools such as spreadsheets, databases, etc.
Contribute to the preparation of financial modeling and inclusive property budget including the analysis of project property and expropriation cost estimates and potential property-related claims and feasibility
Draft and contribute to the development of property-related sections and schedules to Project Agreements (PA)
Establish and implement project and property control monitoring frameworks and requirements
Assign and manage Quality Assurance or Quality Control of databases and instruct staff on modifications and corrections
Revise RFIs, Change Requests, and other client and contractor inquiries
Recommend responses to RFIs and property controls updates related to contract addenda and amendments
Ensure the documentation of Property Acquisition in support of negotiations
Enhance the Property Acquisition strategy for assigned projects
Attend and supervise project meetings and support the meeting chair
Negotiate and support negotiations for property rights, including fee samples, temporary and permanent easements, licenses, and expropriation settlements with no supervision
Interface with the client on the development of ‘Lands Table’ and coordinate the input of property plates, title details, and delivery dates

Qualifications
Experience:
Minimum of 9 years of experience in Property Acquisition or Real Estate Development
Must be bilingual (English/French)
Education:
Bachelor’s degree in real estate, Planning, Business Administration, Engineering, or a related discipline
Licenses OR Certifications:
Holding recognized certifications with relevant professional associations such as IRWA, OPPI, etc.
Skills and Competencies:
Thorough understanding of the entire Property Acquisition and expropriation process
Detailed knowledge of Real Estate or Property, Development, or Infrastructure is required
Proficient in construction methods
Proven capability to lead the Property Acquisition strategy for a project element or medium-complexity project
Experience in development projects including heritage, planning policy, and approvals
Strong people skills and confidence to effectively engage with a variety of internal and external stakeholders
Expert grasp of infrastructure projects
Ability to arrange priorities and escalate competing risks to meet deadlines with minimum input from leadership
Keen eye for detail and adept problem-solving abilities
Must have demonstrated experience relaying and receiving information (written and verbal)
Expert ability to work collaboratively in a structured, disciplined, multi-disciplinary technical environment
Adept at resolving issues and maintaining effective working relationships
