Position Summary

This position is responsible for system administration of the City of Reginas cloud-based budgeting and forecasting software, Hyperion. This position is the primary liaison between the Service Provider and the City of Regina. It is responsible for maintenance, training, configuration, security and user assignments. This position reports to the Branch Manager.

Key Duties & Responsibilities

  • Responsible to provide day-to-day user and operational support for the Oracle EPM Cloud application, including but not limited to identification, tracking and troubleshooting of system issues, and administration/ maintenance of system configurations
  • Develop written documentation, which is clear, understandable, audience appropriate and accurately captures the key information required to resolve issues
  • Coordinate user maintenance; including access setup and deletion; assignment of roles; password reset ensuring system integrity and security is maintained.
  • Monitor and assess emerging technologies and how they could be used to improve business area operations and provide recommendations for adoption.
  • Develop and maintain customer relationships within and outside the department to ensure superior customer service is being delivered.
  • Coordinate and apply business requirements gathering/ user stories and analysis techniques to develop quality business requirements, and facilitate the communication between the business and technology areas to address business issues
  • Ensure software modifications are executed in accordance with legislative requirements, bylaws, statutes that govern the business area.
  • Take ownership of support issues and engage the appropriate resources to resolve them
  • Testing of enhancements with a focus on end-to-end validation prior to moves to production
  • Maintain knowledge of industry best practices and techniques in areas of, emerging technologies and recognize opportunities to benefit from them.
  • Participate in business analysis, data modelling, developing forms and reports, research of best practices, including Service Provider recommendations and system design for the Department and other areas.
  • Responsible for the creation and preparation of reports, studies, analysis or surveys as requested by the Manager.
  • Plan, direct and control business area project teams, ensuring projects follow the standard project methodology and are successfully completed within resource constraints.
  • Assist the Manager in the development and maintenance of organizational structure within the resources assigned that ensures the responsibilities of the team are carried out effectively and efficiently.
  • Provide leadership, coaching, mentoring, and development of staff with access to Hyperion, including operational users and financial superusers.
  • Responsible for system configuration with a focus on smooth navigation flows; organizational preferences and recommending and implementing system defaults
  • Development and implementation of system maintenance and maintenance schedule.
  • Ensure new version updates are rolled out with minimized impact to users and operations through leveraging test environments and the continued testing and upgrading, diagnostics and global preferences. Ensure potential issues or operational risks are tracked and escalated in a timely manner
  • Perform other duties as assigned.

Key Qualifications

  • University degree in Business Administration, Commerce, or Computer Science, with formal training in business systems analysis, project management, and system specification design focused on cloud technology.
  • 5-8 years of progressively responsible experience in program development, business analysis, and project management.
  • At least 3 years of experience with computer-assisted mass appraisal, billing, and budgeting/forecasting systems.
  • Exposure to Oracle EPM Cloud and SmartView, or comparable planning and reporting solutions, is preferred.
  • 2-3 years of experience in an administrative or supervisory role.
  • Customer and results focused: ability to work with customers to understand and act based on their needs, assess risks and achieve a valued result
  • Sound problem-solving skills with the ability to quickly process information and present it clearly and simply
  • Ability to employ key Data Governance practices to ensure high quality data analysis, including a holistic view, data types, relationships and interdependencies
  • Strong analytical skills
  • Skilled in test execution and understanding the outcome
  • Ability to quickly react to unexpected changes in direction and ambiguity
  • Action oriented, self-motivated and solutions driven
  • Utilizes team collaboration to create innovative solutions efficiently
  • Strong communication skills with the ability to communicate both business and technical concepts and align organization on decisions
  • Knowledge of business analysis principles, incident management best practices and industry tools
  • Good understanding of privacy, compliance, controls and security requirements
  • Ability to build reports and forms aligned with senior management, and council direction.
